I am still dissatisfied with the progress on Kowloon Canton Railway on which expenditure is being incurred which seems to me out of proportion to the work done. Under these circumstances I request your sanction to put the railway construction under the charge of an Officer of Public Works who will communicate with the Consulting Engineers when necessary. This is the system which has been invariably followed in the construction of other capital works in this Colony.
